The White House is keeping intact a Biden executive order that requires project labor agreements (PLAs) on federal construction projects over $35 million.
“The Trump Administration supports the use of PLAs when those agreements are practicable and cost effective, and blanket deviations prohibiting the use of PLAs are precluded,” wrote Russell Vought — director of the White House Office of Management and Budget — in a June 12 memo to agency heads.
The memo is likely intended to rein in “deviations” from the PLA mandate. A Feb. 7 Defense Department memo said that agency would no longer require PLAs. And a Feb. 12 memo from the General Services Administration, which manages federal buildings, said Land Port of Entry projects are exempt from the PLA requirement. North America’s Building Trades Unions (NABTU) sued in federal court April 9 saying those memos contradict an order that’s still in force. On May 16, a judge granted a preliminary injunction blocking those agency memos until the lawsuit can be heard in court.
The PLA article headline does not seem to correspond the article. Yes, that line is in the article but when the memos are read, it seems to dispute the support. It implies they are weasels.
