After two years of negotiating, Portland’s police union reached tentative agreement with city officials on a new four-year contract. Ratified by members Feb. 9, the contract between the Portland Police Association (PPA) and City of Portland provides members a 1.6% cost-of-living adjustment (COLA) retroactive to July 1, and COLAs between 1% and 5% in 2022, 2023 and 2024, tied to the consumer price index. It increases the entry salary for officers by 3%. And sworn employees will receive a $5,000 one-time bonus to “address current labor market conditions and retention.” They’ll get another $2,000 bonus in January 2024.
Public safety support specialists, a category of non-sworn police employees who can respond to certain calls, will receive a $3,000 bonus immediately.
PPA represents 875 employees, including officers, detectives, criminalists, sergeants and public safety support specialists within the Police Bureau, and 911 dispatchers in the Bureau of Emergency Communication who work under a separate contract.
The union and City have been negotiating the contract since early 2020, and have been in mediation since mid-2021. The contract is retroactive to July 1, 2021 and runs through June 30, 2025. Portland City Council is expected to vote on the contract on Feb. 24.
