Cecil Tibbetts returns to AFSCME — in Washington

Former Oregon AFSCME Council 75 executive director Cecil Tibbetts has taken a job as director of negotiations for the Washington Federation of State Employees, AFSCME Council 28 in Olympia.

Tibbetts was the staff representative for Multnomah County Employees AFSCME Local 88 from 1978 to 1981. He was tapped as Council 75’s executive director in 1981 and worked in that capacity until 1993. During that time he served on then-Gov. Neil Goldschmidt's “Mahonia Hall” task force of labor and management representatives, which produced the controversial 1990 workers’ compensation reforms.

He also was co-chair of the Labor-Management Advisory Committee on Workers’ Compensation.

Tibbetts joined SAIF Corp., (State Accident Insurance Fund) in April 1993 as deputy director for strategic planning. He was named director of human resources and public affairs in 1996, and in 2003 was appointed acting president and chief executive officer. He retired from SAIF in 2005.
